지난 4일 화요일 북한군이 매설해놓은 지뢰가 폭발한 사건에 대해 국방부 전비태세검열단과 유엔사 군사정전위원회 특별조사팀은 공동조사를 했으며 현장조사 결과를 오늘 오전 발표했다.
북한의 이런 도발에 대응하여 국방부는 지난 10년동안 중단했었던 국방 경계 부근에서 확성기를 이용한 대북 방송을 재개한다고 발표했다.
지뢰는 8월 4일 오전에 두 장병이 파주시 근처에서 순찰근무를 행하던 중 폭발했다. 1차 폭발 직후, 하모 하사는 두다리 모두 치명적인 중상을 입었으며 이를 구하려 가던 김 하사는 2차 폭발로 발목을 크게 다쳤다고 국방부는 보고했다.
국방부와 공동 조사를 했던 유엔사 군사정전위원회 또한 북측이 남쪽 군사경계선 부근에 고의적으로 지뢰를 매설했다는 결론을 내렸다. 지뢰 파편을 분석해본 결과 목함재질로 만들어졌으며 이는 더이상 남측 군에서 사용되지 않는 구성이다. 또한 홍수나 떠내려온 토양때문에 다른 곳으로부터 왔을 가능성은 배제하였다.
유엔사 군사정전위원회는 이 같은 도발은 1953년 한국전쟁을 종료하며 맺어진 휴전 협정을 위반한 행위라 보도했다.
대북 경고 성명에서 합동참모본부 구홍모 작전부장은 "북한이 자신들의 도발에 응당하는 혹독한 대가를 치르게 할 것"이라고 밝혔다.
DMZ는 세계에서 가장 많이 지뢰가 매설된 지역인데, 북한군인들이 가끔씩 월북하기도 한다. 구홍모 합참작전부장은 7월 23일에서 8월 3일 사이 북한군이 지뢰를 매설했다고 설명했다.
북한의 DMZ 지뢰도발사건은 다음 주로 예정된 한미연합군사훈련을 앞두고 발생했다. 한미연합군사훈련(UFG:을지프리덤가디언)은 북한의 침략에 대비한 한미 합동 군사연습이다.

SEOUL—North Korean soldiers laid three land mines that exploded last Tuesday on the South Korean side of the nations’ heavily fortified border, the United Nations Command and Seoul’s military said Monday. The explosions severed the legs of two South Korean soldiers.
In response, South Korea resumed anti-North Korean propaganda broadcasts through large loudspeakers at the border Monday evening, after more than a decade off. Relations between the Koreas are souring ahead of large military drills in South Korea that begin next week, annual exercises with the U.S. that typically draw an angry reaction from Pyongyang.
The mines exploded on the morning of Aug. 4 as eight South Korean soldiers were conducting a routine patrol along the border near the city of Paju. An initial blast of two mines severed both legs of one soldier. Another soldier lost one of his legs in a separate explosion as he helped the first casualty, South Korea’s military said.
An investigation by the U.N. Command, which monitors the armistice agreement between the two Koreas, reached the same conclusion as the South Korean military, that North Korea had placed the mines on the southern side of the border. Splinters from the mines indicated they were constructed in wooden boxes, an old technology not used by South Korea. The U.N. Command investigation ruled out the possibility that they had drifted from another location due to flooding or shifting soil.
The U.N. Command said the action violated the armistice agreement, which was signed in 1953 to end the Korean War.
In a statement, Major General Koo Hong-mo, head of operations for South Korea’s Joint Chiefs of Staff, said Seoul would make North Korea pay a “pitiless penalty” for planting the mines. Later in the day, the Defense Ministry said it had resumed the cross-border broadcasts critical of the Pyongyang regime, which it had interrupted in 2004.
As of late Monday, North Korea’s state media had made no reference to the mine blasts or South Korean response.
The demilitarized zone that separates the two Koreas is one of the most heavily mined areas in the world, but North Korean soldiers occasionally make it across to defect. Mr. Koo said that Seoul believes North Korean soldiers laid the mines between July 23 and Aug. 3.
The mine incident comes ahead of next week’s start of U.S.-South Korea summer military exercises. The drills are designed to ensure readiness for a North Korean invasion.
