제이슨 케니 복합문화 장관은 지난 9월28일, 북한 인권의 날을 맞아 성명서를 통해 북한의 인권상황에 대해 언급했다.
그는 성명서를 통해, “ 캐나다의 정부는 오늘 첫 해를 기념하는 북한 인권 위원회와 함께하게 되어 진심으로 기쁘다.”고 말하며, “한국전쟁 정전 60주년을 기념하는 올 해, 북한은 정전 협정의 무효화를 발표해 한반도에 긴장감을 고조시키고, 캐나다의 160만 한국계 캐나다인 커뮤니티에 우려를 일으켰다.”고 지난 3월 있었던 북한의 정전협정 파기 선언을 언급했다.
그는 이어, 계속되는 북한의 도발로 아시아-태평양 지역의 평화와 안정이 위협받고 있으며, 잔혹한 김정은의 독재정권으로 북한시민들이 고통받고 있다고 말했다.
성명서에 따르면, 캐나다 정부는 지금까지 북한이 국제 인권 규범을 어기지 않고, UN 조사위원들의 입국을 허가 하도록 북한 관리들에게 계속해서 인권문제를 거론 해 왔으며, 북한의 민주주의와 인권 개선을 위해 적극적으로 노력할 것을 약속했다.
또 덧붙여, 캐나다 정부는 억압받는 북한의 시민들이 자유롭게 생활하는 날까지 노력 할 것이라고 전했다.
케니 장관은, 캐나다 복합문화 장관으로써 동료들을 대표하여 북한정부가 절망적인 실패를 외면하지 않고, 북한의 억압적인 사회주의에 억눌려 고통받는 빈곤한 북한 시민들을 도울 것을 호소했다.

September 28, 2013 —The Honourable Jason Kenney, Minister for Multiculturalism,
issued the following statement to recognize Human Rights in North Korea
Day:
“The
Government of Canada is proud to join with the Council for Human Rights in
North Korea to commemorate today as the inaugural day of recognition for human
rights in North Korea.
“This
year marks the 60th anniversary of the signing of the Korean War armistice.
This past March, North Korea unilaterally declared that it was ‘nullifying’ the
armistice, resulting in heightened tension on the Korean Peninsula and causing
concern among members of the more than 160,000-strong Korean-Canadian
community.
“Since
the time of the Korean War more than 60 years ago, North Korea has presented
serious challenges to peace and stability in the Asia-Pacific region, and the
people of North Korea have suffered and continue to suffer under the cruel and
totalitarian regime of the Kim dynasty.
“The
Government of Canada is committed to actively advancing the cause of democracy
and human rights in North Korea. Canada has regularly raised issues of human
rights and human security with North Korean officials, urging North Korea to abide
by international human rights standards and to allow visits by UN Special
Rapporteurs.
“On
this day, I am proud to speak on behalf of the Government of Canada in calling
on North Korea to respect the human rights and fundamental freedoms of its
citizens and end its bellicose rhetoric and aggressive behaviour towards its
neighbours. Our Government will continue to speak out against the tyranny in
North Korea until the voiceless and oppressed people of that country can live
their lives in freedom.
“As Foreign
Affairs Minister John Baird recently said, ‘Canada unreservedly condemns the
ongoing violations of human rights in North Korea. The existence of gulags,
arbitrary detentions, forced abortions, intergenerational punishment,
indefinite holding of political prisoners, mistreatment of workers and lack of
overall freedom, including religious freedom, is absolutely deplorable.’
“As
Minister for Multiculturalism, I echo the words of my colleague, and I hope
that North Korea will stop trying to distract from its abject failure and
improve the lives of its impoverished people, who continue to suffer terribly
under its repressive communist regime.”
