기관들의 고용 공평성 보장을 위한 주의 깊은 관심을 연방정부에 요구 >
상원 인권 위원회는 최근 발표한 보고에서 연방 공익 기관들 내의 고용 공평성을 이루기 위해서는 연방정부가 더
많은 관찰과 평가를 해야 한다고 밝혔다.
보고서는 캐나다 재무부가 갖고 있는 공익 기관 고용 관련 자료들을 제대로 추적하고 관리해야 하며, 이러한 자료들이 시민들에게 공개되어야 한다고 요구했다.
또한, 비공개로 이루어지는 고용을 포함한 임명 고용 절차에 대한 개선된
검토가 필요하다고도 주장했다.
위원회 의장인 제퍼 상원의원은 “지난 몇 년 동안 여성, 원주민, 장애인과 소수민족에 대한 고용 공평성이 많이 개선되었다. 하지만 공공 서비스 모든 기관에 걸쳐 캐나다 국민들이 대표되려면 더 많은 노력이 이루어져야 한다”고 말하면서 그러려면 규칙적인 감찰과 검토를 중점적으로 정책적인 접근이 필요하다”고 덧붙였다.
“공익 기관에서의 여성 고용률이 전체 여성노동인구에 비하면 높은 편임에도
불구하고, 고연봉의 경영 지위권에서는 아직도 여성수가 적은 편이다. 여성들은
일반적으로 관리직이나 행정직과 같은 특정 업종이나 부서에 몰려있어 남성에 비해 적은 연봉을 받는다.”
상원 인권 위원회는 2004년 이후 여성, 원주민, 장애인, 소수민족을
비롯한 네 그룹에 중점을 두고 공익 기관의 고용 공평성에 대한 조사를 해오고 있다.

The federal government needs to support
greater monitoring and evaluation to achieve the goal of employment equity in
the federal public service says a report by the Standing Senate Committee on
Human Rights. The report entitled:“Employment Equity in the Federal Public
Service: Staying Vigilant for Equality” examines the progress that has been
made and the challenges that remain for the federal government in reaching
employment equity goals.
The report calls for monitoring and
evaluation efforts to include better tracking, development and collection of
employment-related data by the Treasury Board of Canada Secretariat and for
more information on this topic to be made available to the public.
“Our Committee has learned that much
progress has been made in achieving employment equity goals for women,
Aboriginal people, persons with disabilities and visible minorities over the
years that the Committee has been studying this issue, but there is still work
to be done to ensure that Canadians have a federal public service that is truly
representative of them at all levels,” said Senator Jaffer, chair of the
committee. “As Senators, we are able to
work on issues over a longer period of time and for a country as diverse as
Canada, this is a policy issue for which regular monitoring and review is of
great importance.”
“The Committee’s continued work on
employment equity issues is important because although , for example, women are
represented at a greater rate in the federal public service than their
workforce availability, they are still lagging behind men in terms of being
appointed to executive and high-salary positions,” said Senator Ataullahjan,
deputy chair of the committee. “Women
are still largely clustered in certain occupations and departments. They remain
concentrated in administrative support jobs, generally hold lower-paying jobs
than men and are over-represented in term appointments.”
Since 2004, the Standing Senate Committee on Human Rights has retained an on-going order of reference to monitor issues of discrimination in the hiring and promotion practices of the federal public service and to study the extent to which targets to achieve employment equity are being met. The four equity groups named in the Employment Equity Act are: women, Aboriginal peoples, persons with disabilities and members of visible minorities.
